No person shall engage in the business of the operation of taxicabs unless he or she shall first have obtained a license therefor, and has paid the fees hereinafter set forth, in accordance with the provisions of this subchapter. It shall be deemed to be a violation of this section for any person, partnership or corporation to pick up a passenger within village limits without first having obtained a license as herein provided.
