It shall be the duty of the Chief of Police, or his or her designee, to test or inspect or cause to be tested or inspected, on an annual basis as provided in this chapter, and at such other times deemed necessary, including occasions when a complaint is received about a taxicab licensed by the village, all taxicabs licensed under the provisions of this chapter. It shall be the duty of every operator to permit such inspection at any reasonable time.
