For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
DRIVER. Any person driving a taxicab.
OPERATOR. Any person engaging in the business of the operation of a taxicab and having control of the operation and maintenance of the taxicab or of the collection of revenue from its operation.
TAXICAB. Any motor vehicle used to transport or carry passengers for hire, except for busses operating under a franchise agreement on a fixed route.
