All installations for the self-service dispensing of motor fuels as herein defined shall comply with the following provisions:
(A) Permit. No person shall cause the erection or alteration of any filling station for motor fuels to include self-service dispensing devices without first obtaining a building permit. No person shall engage in the operation of such a station without first having obtained such a permit.
(B) Supervision by authorized attendant.
(1) All self-service stations shall be under the supervision and control of an authorized service station attendant at all times.
(2) The authorized attendant shall at all times have clear and unobstructed view of all self- service dispensing devices. There shall be no obstruction on the premises which hinder the view between the attendant and the self-service dispensing devices.
(3) All authorized attendants shall have a full knowledge of the operation of emergency shut off controls hereafter described.
(4) The attendant shall turn off the dispensing equipment serving any person who refuses to follow the requirements as set forth in this code, or the instructions posted for operations of the self- service dispensing devices, or who appears incapable of dispensing motor fuel safely.
(5) It shall be the responsibility of the station owner or manager to instruct all employees in the use of the emergency shut off controls, fire extinguishing equipment, and all self-service dispensing equipment.
(6) Only persons possessing valid driver's license shall be permitted to operate a self-service device.
(7) Filling of portable containers may be permitted at self-service stations only if the container is an approved safety can of five-gallon capacity or less, an approved metal can of one-gallon capacity or less, or an approved can for marine outboard motor use of six-gallon capacity or less. Filling of such containers shall be performed only by the authorized attendant.
(C) Standards for flammable liquids.
(1) All tanks for the storage of flammable liquid used in conjunction with self-service dispensing devices shall meet the requirements of this code for flammable liquid tanks. Automatic hose nozzle valves with latch open devices are prohibited.
(2) All pipes supplying flammable liquids to approved self-service dispensing devices shall be equipped with electrically operated shut off valves. All controls to such valves shall be in a centrally located area remote from all dispensing devices and adequately protected from the weather and mechanical injury. The valves shall be so designed as to close automatically in case of electrical power failure. All electrical equipment shall be listed for use in the areas.
(3) Every self-service station shall be provided with a minimum of one approved fire extinguisher listed for use in Class B fires, and one additional extinguisher of the same type for each island. The fire extinguisher shall be visible within 50 feet and shall be in place during all hours the station is in operation. Extinguishers shall be protected from weather and mechanical injury.
(4) Warning signs prohibiting smoking and instructing customers to turn off ignition systems during filling operations shall be posted in a conspicuous location at each island. Such signs shall be metal or other material designed to withstand weather. Such sign shall have a white background with the words “No Smoking” and “Turn Off Engine” in red letters a minimum of four-inch high and with a minimum of 1/2-inch stroke. Signs with directions for operation of the dispensing devices shall also be provided.
