When any commodity, produce or article is sold or is subject to the public weighmaster's weights, the net weight shown in the weight certificate issued by such weighmaster shall be taken to be the true weight of the same, subject to the right of reweighing. NET WEIGHT within the meaning of this subchapter shall be the actual weight of the commodity, produce or article excluding the weight of the vehicle, if any, in which it is loaded, and excluding the weight of the horse and driver of such vehicle, or either of them, as the case may be, if such horse and driver or either of them be weighed as part of the tare weight.
