§ 112.32 APPEALS.
   Any decision by the Commissioner imposing a penalty on any licensee may be appealed by the licensee to the state liquor commissioner provided that written notice of such appeal is filed with the Commissioner and the state commissioner within 20 days after service of the Commissioner's written order upon the licensee. Any appeal from an order or action of the Commissioner having the effect of suspending or revoking a license, denying a renewal application or refusing to grant a license shall be limited to review of the official record of the public hearing. The official record of the public hearing shall consist of a certified official record and transcript taken and prepared by a certified short hand reporter. The only evidence that may be considered in the review shall be the evidence found in the certified official record of the public hearing, and no new or additional evidence shall be admitted or considered. The licensee shall request, at its own expense, the Commissioner to cause a full written transcript of the public hearing to be prepared and sent to the state liquor commission. The Commissioner shall require the licensee to pay the cost of preparation of the transcript in advance.
