The Commissioner may convene and conduct a public hearing into any matter relating to this chapter whenever in his or her discretion he or she deems appropriate. In addition, public hearings shall be held in the following instances:
(A) Upon receipt of an application for a new license or for renewal or transfer of an existing license when the Commissioner determines that receipt of formal evidence is necessary or the applicant requests a hearing;
(B) Upon denial of an application for a new license, for renewal of an existing license if the applicant requests a hearing;
(C) Upon complaint or report of a violation by a licensee under this chapter or state law.
