Any licensee desiring to change the location of his or her licensed premises or to change the classification of his or her license under this chapter shall submit an appropriate application for such change to the Commissioner. An application for change of location or change of classification shall be subject to the requirements of this chapter and specifically to the Commissioner's findings on issuance of licenses.
