§ 112.10 CLASSIFICATION OF LICENSES; FEES.
   The Commissioner shall have the powers to grant liquor licenses, divided into the following classes and categories, and there shall be a limitation on the number of such licenses:

“A”
Sale of alcoholic liquor for consumption on the premises. Dancing, entertainment and live music furnished for entertainment of customers shall be allowed under this license. Hours of operation shall be from 10:00 a.m. to 2:00 a.m. To the extent that this section conflicts with any other section of village ordinance the terms and conditions contained herein shall govern.

Licenses shall be authorized only in premises of less than 10,000 square feet where the sale of packaged liquor is the main or principal business. No video gaming shall be permitted. Hours of operation shall be from 10:00 a.m. to 2:00 a.m. To the extent that this section conflicts with any other section of village ordinance the terms and conditions contained herein shall govern.

Retail sale of alcoholic liquor, in unbroken packages, for consumption off the premises. Such licenses shall be authorized only in premises of with a total of 4,000 square feet or more where the primary business is the retail sale of commodities or merchandise other than alcoholic liquor. No more than 10% of the interior retail floor space may be counted and allocated to the sale of liquor products. No video gaming shall be permitted. Hours of operation shall be from 10:00 a.m. to 11:00 p.m. To the extent that this section conflicts with any other section of village ordinance the terms and conditions contained herein shall govern.

Temporary sale of beer and wine by the drink or in open original containers for consumption on the specially designated licensed premises only. Such license shall be issued only for a special community, civic, educational, fraternal, political, religious or similar event and shall be issued for a period of no more than three calendar days. No video gaming shall be permitted. Hours of operation shall be from 12:00 p.m. to 9:00 p.m. To the extent that this section conflicts with any other section of village ordinance the terms and conditions contained herein shall prevail.

Sale of alcoholic liquor by the drink or in open original containers for consumption on the premises only. Such licenses shall be issued to not-for-profit corporations organized for fraternal, civic, veterans, athletic or some other common objective club and for whom the sale of alcoholic liquor to members and guests is an ancillary purpose of such organization. No video gaming is permitted unless a separate Class V-G license is obtained. Hours of operation shall be from 10:00 a.m. to 2:00 a.m. To the extent that this section conflicts with any other section of village ordinance the terms and conditions contained herein shall prevail.

Sale of alcoholic liquor for consumption on the premises by a banquet hall as defined by § 112.01. Dancing, entertainment and live music furnished for the entertainment of the attendees at private functions at the banquet hall shall be allowed under this license. Hours of operation shall be from 4:00 p.m. to 1:00 a.m. To the extent that this section conflicts with any other section of village ordinance the terms and conditions contained herein shall govern.

Retail sale of alcoholic liquor, in unbroken packages, for consumption off the premises. Such licenses shall be authorized only in premises of less than 10,000 square feet. Licenses shall at all times obtain at least 70% of gross quarterly receipts from the sale of nonalcoholic goods and services. For purposes of this license, gross receipts is determined on the basis of cash receipts, exclusive of receipts collected as an agent for the Illinois Lottery and other similar activities. No video gaming shall be permitted. Hours of operation shall be from 10:00 a.m. to 12:00 a.m. To the extent that this section conflicts with any other section of village ordinance the terms and conditions contained herein shall govern.

Licenses shall at all times obtain at least 90% of gross quarterly receipts form the sale of nonalcoholic goods and services. For the purpose of this license, gross receipts is determined on the basis of cash receipts, exclusive of receipts collected as an agent of the Illinois Lottery and other similar activities. No video gaming shall be permitted. Hours of operation shall be from 10:00 a.m. to 12:00 a.m. To the extent that this section conflicts with any other section of village ordinance the terms and conditions contained herein shall govern.

Retail sale of beer and wine, in unbroken packages, for consumption off the premises. Such licenses shall be authorized only in premises with 15,000 square feet or more of retail floor space where the primary purposes of the licensee is that of a grocery store. The square footage dedicated to the sale of beer and wine shall be no more than 500 square feet of shelf space. Beer and wine shall not be sold cold or chilled, no refrigeration is permitted. Beer shall be sold in packages of no less than six. No video gaming shall be permitted. The sale of beer and wine shall be permitted during store hours but shall not exceed the hours of 10:00 a.m. to 10:00 p.m. No advertisement of the sale of beer or wine shall be permitted. “ V - G ”
Class “V-G” licenses shall authorize the holder of a Class “A”, “A-B”, “E”, “G”, or “V” liquor license which also possesses a valid video gaming license issued by the Illinois Gaming Board to sell alcoholic liquor for consumption only on the premises where video gaming devices are located subject to the following conditions:
   (1)   All Class “V-G” license applicants shall submit the information required by the Liquor Control commissioner in a Class “V-G” application form;
   (2)   The corporate authorities of the village shall have approved sufficient Class “V-G” license to allow the applicant to apply for a Class “V-G” license;
   (3)   Class “V-G” license holders shall be in good standing under the Liquor Control Ordinance and other ordinances of the village for no less than one year prior to its application for a Class “V-G” license. To be “in good-standing” the licensee shall:
      (a)   Owe no sums of money to the village at the time of its application;
      (b)   Have held a village consumption on the premises liquor license;
      (c)   Been in continuous bona fide operation under that license for no less than 12 months at the time of its application for the Class “V-G” license;
      (d)   Have had no legal violations causing a suspension of its liquor or business license in the 12 months prior to its application for a Class “V-G” license; and
      (e)   Be in compliance with all dram shop and video gaming laws, rules and regulations of the village and the State of Illinois;
   (4)   The applicant shall not have allowed use of any video gaming device or other gambling on the license holder's premise until the Class “V-G” license has been issued; and
   (5)   The Class “V-G” license holder shall openly and clearly display a valid Village video gaming device sticker on each of its gaming devices on the licensed premises. No video gaming device shall be located, maintained or operated on the licensed premises without first obtaining a valid video gaming device sticker.
