No license shall be initially issued and no change of location shall be granted under this chapter until the proposed location has been investigated and approved by the Village Board. No location may be approved to be licensed and no license shall be issued for any premises located within 100 feet of any church, school or other than an institution of higher learning, hospital, home for the aged, indigent or veterans of their spouses or children, and with such distance to be measured from the nearest property line to the nearest property line and where the majority of the customers are minors or where the principal place of business to be transacted consists of selling or providing school books, school supplies, food, lunches or drinks to minors. When applying for renewal of a license under this section, every licensee shall satisfy the Commissioner that no change of circumstance has occurred during the previous license year whereby the licensed premises would violate this section.
