When immediate action by a person performing a public service is required to protect life and public property from imminent danger, or to restore, repair, or maintain public works, utilities, or services destroyed or damaged by natural disaster, serious accident, or other types of emergencies, work may be commenced prior to obtaining a permit. Notification of any such work must be given to the county on the next business day and an application for a grading permit must be submitted within ten days.
