§ 99.032 OBSTRUCTION OF ALLEYS PROHIBITED.
   (A)   Definition. For the purpose of this section the following definition shall apply unless the context clearly indicates or requires a different meaning.
      ALLEY. A public or private thoroughfare, 16 feet in width, which affords only a secondary means of access to land abutting thereon.
   (B)   When garbage receptacles allowed on street or alley. Garbage and trash receptacles shall be placed on the street or in alley only for the period between the hours of 6:00 p.m. of the day preceding collection until 7:00 p.m. of the day of collection.
   (C)   Obstructing prohibited. It shall be unlawful to park, let stand or place in any alley any vehicle, container, or any other article or items which would reduce or narrow any alley to less than 16 feet in width.
