The purpose of this subchapter is to provide for a program of mutual aid between this village and other municipalities, whereby each such municipality will be obligated to come to the assistance of a neighboring municipality in the extent of an emergency, fire or other disaster therein of such magnitude that the local fire equipment and personnel cannot effectively cope with it.
