§ 94.03 FINDINGS.
   The President and Board of Trustees hereby finds the following:
   (A)   The economic stability of the village and the welfare of its citizens are directly dependent upon stable, integrated and balanced living patterns;
   (B)   That stable, integrated and balanced living patterns are threatened by discriminatory acts and unlawful housing practices;
   (C)   That discriminatory acts and unlawful housing practices violate the rights of individuals to choose where to live and raise their families;
   (D)   That discriminatory acts and unlawful housing practices contribute to the formation and preservation of segregated neighborhoods, thereby affecting the quality of daily life of the citizens of the village; and
   (E)   That discriminatory acts and unlawful housing practices interfere with the achievement of stable, integrated and balanced living patterns, thereby depriving the citizens of the benefits of interracial, interreligious and intercultural association.
