§ 92.42 CATS RUNNING AT LARGE.
   (A)   No person owning, keeping or harboring a cat within the village shall permit any cat owned or kept by him or her to run at large. The running at large of any cat within the corporate limits of the village is hereby prohibited and is declared to be a nuisance.
   (B)   For the purpose of this section, the term AT LARGE shall be taken to mean off the premises of the owner when not under the control, by leash, of the owner or a member of his or her immediate family over 12 years of age. However, a cat within the car of its owner shall be deemed to be upon the premises of the owner.
