No person shall use, operate, or be in control of a motorized skateboard or scooter in a public or private street, parking lot, sidewalk, bike path or other area open to the public. Driving a motorized skateboard or scooter may be permitted on private property with the permission of the property owner, or in public or quasi-public areas where signs are posted permitting motorized skateboards or scooters. The absence of such signage is prima facie evidence that use of motorized skateboards or scooters is prohibited.
