§ 71.151 DEFINITIONS.
   For the purposes of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   AUTOMATED TRAFFIC LAW ENFORCE- MENT SYSTEM. A device within the village with one or more motor vehicle sensors working in conjunction with a red light signal to produce recorded images of motor vehicles entering an intersection against a steady or flashing red signal indication in violation of § 11-306 of the Illinois Vehicle Code ("Code"), ILCS Ch. 625, Act 5, § 11-306, or similar violation of the Village Municipal Code.
   DISREGARDING A TRAFFIC CONTROL DEVICE. Failure to stop and remain stopped before an intersection that is controlled by a red signal as provided for in § 11-306 of the Code.
   IN OPERATION. Operating in good working condition.
   NO TURN ON RED. Where the motor vehicle comes to a complete stop and does not enter the intersection as defined by § 1-132 of the Code, during the cycle of the red signal indication unless one or more pedestrians are present, even if the motor vehicle stops at a point past a stop line or crosswalk where a driver is required to stop, as specified in § 11-306(c) of the Code or this subchapter.
   PHOTOGRAPHIC EQUIPMENT. A system that may include, but is not limited to, devices which link a camera and computer, alone or in combination with other devices, to detect vehicles which have violated the traffic speeding limit and to record an image of the motor vehicle, its occupants, and other objects. This system may also include, but it not limited to, devices that combine a Doppler radar instrument, camera, and computer, alone or in combination with other devices, to measure the speed of a motor vehicle and other objects and to record an image of the motor vehicle, or other objects. The results of photographic, video or digital imaging equipment means the images, speed measurement, and any other data or information produced by the automated traffic enforcement system.
   RECORDED IMAGES. Images produced by the automated traffic law enforcement system, which consist of either two or more photographs; two or more microphotographs; two or more electronic images; or, a video recording showing the motor vehicle and, on at least one image or portion of the recording, clearly identifying the registration plate number of the motor vehicle.
   SYSTEM LOCATION. The approach to a street toward which a photographic, video or electronic camera is directed and is in operation. It is the location where the automated camera system is installed to monitor offenses under this subchapter.
   TRAFFIC COMPLIANCE ADMINISTRATOR. The person appointed as such through Article 25 of the Code and shall have the following additional powers: adopt, distribute and process automated traffic law violation notices and other notices required by this subchapter, collect money paid as fines and penalties, operate the automated traffic law enforcement system, and make certified reports to the Secretary of State as required by this subchapter.
   VEHICLE OWNER. The person or entity identified by the Illinois Secretary of State motor vehicle registration (or with any other state vehicle registration office) as the registered owner of a vehicle.
