(A) Restrictions. No person shall use or permit the use of water out of doors between May 15 and September 15, except upon the following conditions:
(1) Use of water shall only take place either between the hours of 6:00 a.m. and 10:00 a.m. or 6:00 p.m. and 10:00 p.m.;
(2) Persons living or doing business in residences or establishments with odd-numbered addresses shall use the water only on odd-numbered calendar days, during the hours specified in division (A)(1) above; and
(3) Persons living or doing business in residences or establishments with even-numbered addresses shall use the water only on even-numbered calendar days, during the hours specified in division (A)(1) above.
(B) Exemptions. The restrictions of division (A) above shall not apply to the following:
(1) The watering of newly-sodded or seeded lawn areas for the first four weeks after initial planting; or
(2) The watering of any plants or other vegetation with a sprinkling can or other hand-held water container.
