The village shall be responsible for the operation and maintenance of water mains, valves, fire hydrants and all other appurtenances of the water system and water service leads to the buffalo box, including the joints on either side of the roundway, provided that where there is evidence of a poor connection or other negligence on the part of the plumber who made the connection on the property owner's side of the roundway, the village shall bill the property owner for the time and materials required to repair the leak.
