The Mayor may make an appropriation for Office of Emergency Management purposes in the manner provided by law, and may levy, in addition for Office of Emergency Management purposes only, a tax not to exceed $.05 per $100 of the assessed value of all taxable property in addition to all other taxes, as provided by “Emergency Management Agency Act of 1988,” ILCS Ch. 20, Act 3305, §§ 1 et seq., however, that amount collectable under such levy shall in no event exceed $.25 per capita.
