§ 33.59 COMMUNITY SERVICE OFFICERS.
   (A)   The Village President, by and with the advice and consent of the Board of Trustees, may appoint civilian Community Service Officers (CSOs) to assist sworn police officers in efficiently performing their duties. Such CSOs shall, at all times during the performance of their duties, be subject to the direction and control of the Chief of Police or his/her designee. Any employment relationship between the village and the CSOs shall be at will employment.
   (B)   Prior to appointment, all prospective CSOs shall complete an application form as prescribed by the Village President. Prior to appointment, all prospective CSOs shall be fingerprinted and have a criminal background check completed. No person shall be appointed as a CSO if he has been convicted of a felony or other crime involving moral turpitude.
   (C)   CSOs shall not be issued or permitted to carry a firearm.
   (D)   CSO duties may include, but are not limited to, traffic control, desk duty, assisting motorists locked out of vehicles, animal complaints and control, village ordinance and parking enforcement, taking of criminal and noncriminal reports, conducting station tours, fingerprinting for non-criminal purposes, coordination of village administration hearings and assistance with ticket management programs.
   (E)    CSOs shall be under the command of the Chief of Police. The Chief of Police shall assign a regular police commander, sergeant or officer to act as liaison to CSOs.
   (F)   The Chief of Police shall establish rules and regulations to implement the policy governing CSOs as established by the Village President and Board of Trustees. The Chief of Police shall be required to report quarterly on the activities of the CSOs and include a report on the hours worked and of training.
