§ 33.57 CREATION OF A DIVISION OF AUXILIARY POLICE OFFICERS.
   (A)   The village police auxiliary shall consist of no more than 36 members, who shall be under the control and supervision of the Chief of Police. Such auxiliary members shall be appointed by the Village President with the advice and consent of the Board of Trustees. All such appointments may be terminated by the Village President at any time. All appointments under this section, if not terminated sooner, will expire on April 30 of the following year.
   (B)   The auxiliary unit shall be directed and trained by a unit supervisor appointed by the Chief of Police. The unit supervisor will be a member of the village Police Department.
   (C)   The village's auxiliary police officers shall attend meetings as scheduled by the Chief of Police.
   (D)   The village's auxiliary police officers shall wear uniforms that differ from the uniforms of the members of the regular village Police Department, as directed in the rules and regulations of the village Police Department Auxiliary Police Uniform Policy, which is available for inspection upon request.
   (E)   The village's auxiliary police officers are not members of the regular village Police Department as described in the Village of Bellwood Municipal Code, and shall not supplement members of the regular village Police Department except as provided in ILCS Ch. 65, Act 5, § 3.1-30-20.
   (F)   No full-time sworn police officer of another municipality shall become a member of the auxiliary unit.
   (G)   The village's auxiliary police officers do not possess "conservator of the peace" powers, and nothing contained in this section, or in this Code, shall be construed to provide otherwise.
   (H)   All village auxiliary police officers must comply with the firearms training course as mandated by the Peace Officer Firearm Training Act, ILCS Ch. 50, Act 710, §§ 1 et seq., and implemented by the Illinois Law Enforcement Training and Standards Board. Additionally, all auxiliary police officers must complete and pass a training and course of study implemented by the village for its auxiliary police officers. Such training and course of study may include, but shall not be limited to, training and testing in basic police skills, training in specific scenarios likely to occur for an auxiliary officer, and psychological and fitness-for-duty testing.
   (I)   Upon completion of the firearms training course as mandated by the Peace Officer Firearm Training Act, ILCS Ch. 50, Act 710, §§ 1 et seq., each auxiliary police officer shall file a certificate (in a form to be provided by the Village Clerk) with the Village Clerk attesting that he or she has satisfactorily completed such course.
   (J)   All village auxiliary police officers are at-will employees and may be terminated at any time without notice and without hearing. Nothing in this section shall be construed to provide village auxiliary police officers with a contract or property right.
   (K)   Prior to the appointment of any auxiliary police officer, his or her fingerprints shall be taken and background check shall be conducted in the same manner as required of members of the regular Police Department and no person shall be appointed as such auxiliary police officer if he or she has been convicted of a felony or other crime involving moral turpitude.
