The Police Department shall be organized and the officers thereof shall be appointed, except the Chief of Police, which appointment is reserved to the President and Board of Trustees, and shall function as provided by the rules and regulations and subject to the control of the Board of Fire and Police Commissioners and as may be provided by the provisions of this code and other ordinances of the village.
