§ 33.15 ESTABLISHED; COMPOSITION.
   (A)   There is hereby continued, created and established an executive department of the village to be known as the Fire Department. The Fire Department shall consist of the following sworn personnel:
      (1)   One Fire Chief;
      (2)   Three Captains;
      (3)   Three Lieutenants; and
      (4)   Nineteen firefighters.
   (B)   The firefighter positions will be reduced to 18 through attrition, subject to the village’s bargaining obligations under the Illinois Public Employer Labor Relations Act.
   (C)   Of the Captains, one may receive an extra duty assignment as Special Assistant to the Fire Chief, who shall be assigned such duties by the Fire Chief with the approval of the Village President and the Director of Public Safety to assist the Chief in the supervision and operations of the Fire Department. The extra duty assignment of Special Assistant to the Fire Chief shall not be considered a rank within the Department or a promotion. Compensation for such extra duty assignment will be determined from time to time by the Village Board.
   (D)   The Fire Department shall also consist of one administrative assistant to the Fire Chief, such paid-on-call firefighters as recommended by the Fire Chief and Director of Public Safety and approved by the Village President, as well as any other special officers and employees as may be authorized by the Village Board by ordinance as provided from time to time.
