(A) The Bellwood Property Commission shall manage village property on behalf of the President and Board of Trustees and in furtherance thereof shall:
(1) Prepare and maintain an inventory of all parcels of real property in which the village has any ownership or leasehold interest, and which inventory shall include information concerning the existing use, zoning district classification, tax classification, and any improvements upon any such parcels, as well as an assessment of the condition of any such improvements.
(2) Adopt policies and procedures concerning the village's real property ownership, leasing, maintenance, operation, repair, and general management activities, subject to approval by the corporate authorities.
(3) Approve acquisition or disposition of ownership or leasehold interests in parcels of real property, subject to approval by the corporate authorities; provided, however, that if any such acquisition or disposition contract shall not bind the village for more than one fiscal year, the Village Comptroller is authorized to execute any such contract on behalf of the village.
(4) Conduct interviews with and engage real estate professionals who may assist the village in the management, maintenance, surveying, appraisal, acquisition, disposition, or upon any matter concerning the village's ownership or leasehold interest in parcels of real property; provided, however, that if any such real estate professional services contract shall not bind the village for more than one fiscal year, the Village Comptroller may execute any such contract on behalf of the village.
(5) Conduct public hearings concerning and make recommendations addressing village residents' questions, comments, or concerns regarding the village's real property ownership, leasing; maintenance, operation, repair, and general management activities.
(6) To exercise such other powers and duties as may be conferred by the President and Board of Trustees from time to time.
(B) Any recommendation, decision, or other final action of the Property Commission shall be made by resolution duly adopted, which resolution shall be forwarded to the Village Comptroller and Village Clerk for filing. In the event of a resolution of recommendation, the Village Comptroller shall present any such resolution to the President and Board of Trustees for its consideration.
