(A) The Development Commission shall consist of seven members. Seven members shall be appointed by the Village President with the consent of the Board of Trustees. The Village President shall serve as a member and Chair. In making the appointments, the President shall designate one appointee to serve as Vice President and one to serve as Secretary of the Development Commission. The village shall make available to the Development Commission all clerical services necessary for the Development Commission to perform its duties.
(B) The term of office of each member shall commence on May 1 of the first year of appointment and expire on April 30 of the last year of appointment. In making the initial appointments to the Development Commission, the Village President shall designate three members for a two-year term and three members for a one-year term. The successors to the members of these terms shall be appointed for three-year terms. All vacancies occurring shall be filled by appointment for the remainder of the unexpired term and such appointment shall be made in the same manner as the original appointment.
(C) The appointed members of the Development Commission will serve on a voluntary basis without compensation. They shall be entitled to reimbursement of expenses and advanced costs incurred by them in furthering the Development Commission’s business and duties. Prior to incurring expenses, all members of the Development Commission shall obtain approval for such expenses from the Village President and Board of Trustees. A receipt for all expenses must be submitted to the Village Comptroller, except for mileage expenses, which shall be reimbursed at the rate set forth in the Internal Revenue Code. All such requests to authorize expenses shall be submitted to the Comptroller or the Village President, who shall submit the request to the Village Board.

(A) The Development Commission shall act as an advisory board to the Village President and to the Board of Trustees and shall make such recommendations and propose such programs and projects it deems advisable in furtherance of the community and economic development of the village. It shall make such investigations and recommendations concerning any matters referred to it by the President or the Board of Trustees. It shall assist and aid any other official board or agency of the village in any matters relating to economic and community development within the village as may from time to time be presented to it. It may provide assistance and guidance to any residential association or group of homeowners, any commercial or business association or concern or any industrial or manufacturing concerns operating within or seeking to operate within the Village of Bellwood. The Development Commission shall also assess information on economic development programs and communicate its assessments to the President and Board of Trustees.
(B) The Development Commission, at the direction and discretion of the Village President, may review the request or application for industrial development bonds, special financial incentives for locating within the village and any such matters that are directed to it by the Village President pertaining to economic or community development matters.
(C) The Development Commission shall formulate applications for its programs and shall propose criteria by which to review and evaluate the applications for its programs or projects, which applications and criteria are subject to the consideration and approval of the President and Board of Trustees. It shall create and adopt, subject to the approval of the President and Board of Trustees of the village, such rules and regulations as are necessary to fulfill its duties. It may also perform the following activities, which shall be subject to approval by the President and Board of Trustees of the village:
(1) Structure sound community development programs;
(2) Prepare industrial facts and profiles to be used in presentations to industrial projects considering expansion or location in the village area;
(3) Evaluate industrial concerns in approved programs;
(4) Prepare and periodically revise short- and long-range plans for community development of the village and submit such plans for consideration by the Plan Commission for incorporation in the official Village Comprehensive Plan;
(5) Obtain information from interest groups or individuals who possess information that may assist in the development of the community and economy of the Village of Bellwood;
(6) Establish procedures so that inquiries made of the village pertaining to developmental matters can be readily answered and uniformly handled;
(7) Coordinate and review projects pertaining to industrial development bonding, commercial restoration and redevelopment and other community development programs expressly authorized to be undertaken by a municipality in the State of Illinois;
(8) Propose programs for the distribution of information and the education of the general public on community development projects and programs; and
(9) Provide for the coordinated operation between programs satisfying two or more of the purposes here listed and provide an operating framework to expand upon these purposes and objectives within the powers and authority as heretofore granted.

The Development Commission shall report to the President and the Board of Trustees at regular intervals, but not less than every six months. Included in the Development Commission’s periodic reports on progress of programs shall be recommendations to the President and Board of Trustees for further consideration of various future programs and projects.

(A) The Development Commission shall establish a rate of fees for the consideration and administrative expenses of processing any application for participation in development, programs and projects (hereinafter “application fees”). Application fees shall be paid before any application will be considered. The application fee shall reasonably offset the administration expenses of the operations of the Development Commission. In addition to the application fee, any applicant for participation in the programs and projects of the Development Commission shall be required to reimburse the Development Commission for the actual expenses and costs incurred in the review and evaluation of the application, in excess of the application fee established by the Development Commission. The costs and expenses incurred shall be an obligation of the applicant even in the event that the Development Commission recommends denial of the application.
(B) The funds received from the payment of fees and the reimbursement of costs and expenses shall be deposited in the corporate fund of the village and a record maintained thereof.

FOREIGN FIRE INSURANCE TAX BOARD
(A) The municipal treasurer shall pay the sums received pursuant to the Illinois Municipal Code, ILCS Ch. 65, Act 5, § 11-10-1, to the treasurer of the Foreign Fire Insurance Board.
(B) The treasurer of the Foreign Fire Insurance Board shall administer the funds paid to them pursuant to the Illinois Municipal Code, ILCS Ch. 65, Act 5, §§ 11-10-1 et seq., for the maintenance, use and benefit of the Village Fire Department, as determined and authorized by a majority who are as their principal occupation, directly engaged in fire suppression, fire inspection or prevention.
(C) The Comptroller shall serve as the fiscal agent for the treasurer and the expenditure of such funds shall adhere to the purchasing policies and practices of the village.
