There shall be assessed a non-refundable administrative processing fee of $40 for any matter processed through the village's administrative adjudication system, which matter results in either a default judgment, a determination of liability, or for which the alleged violator has corrected a violation prior to the administrative adjudication hearing, but the hearing officer finds that a violation existed at the time of issuance of the citation.
