There is hereby created a Board of Local Improvements to do and to perform all the duties and functions incumbent upon and to be exercised by a Board of Local Improvements, as provided in and by an act of the general assembly of the state, entitled “An Act Concerning Local Improvements,” approved June 14, 1897, and amendments thereof and supplements thereto.
