§ 32.003 BUILDING COMMISSIONER/FIRE CHIEF/FIRE INSPECTOR'S DECISIONS; GRIEVANCE; APPEAL.
   In the event that any person, firm or corporation who is either the legal or equitable owner of any property or the duly authorized agent of any legal or equitable owner of any property, the architect, engineer, contractor or builder in charge of and responsible for the performance of any work or operation, disagrees with or is aggrieved by an order or decision of the Building Commissioner or Fire Chief or Fire Inspector in all cases which relate to any matter or thing pertaining to the issuance of permits or inspection violations which are not specifically provided for in the building codes, fire codes, and the like, or which relates to any matter or thing concerning permits or inspections which, by the provisions of the code, the Building Commissioner or Fire Chief or Fire Inspector may either approve or disapprove or when there are practical difficulties in the way of carrying out the strict letter of the ordinance, so that the spirit of this subchapter pertaining to the issuance of permits shall be observed and public safety secured and substantial justice done, such person, firm, or corporation shall have the right to appeal such order or decision of the Building Commissioner, Fire Chief, or Fire Inspector pertaining to such actions as enumerated above to the Board.
