The Board shall meet upon notice issued by the Village Clerk, or by his or her assistant, or by the Chair, within 20 days of the filing of an appeal or at stated periodic meetings if warranted by the volume of work. All meetings and hearings conducted by said Board shall be open to the public. Any person may appear and testify at a hearing either in person or by duly authorized agent or attorney.
