(A) There is hereby established a “Code Enforcement Board of Appeals.” The “Board” when used in this section shall be construed to mean the “Code Enforcement Board of Appeals.” The Board shall consist of five members to be appointed by the Village President and with the consent of the Village Board. The administrative functions of the Board shall be designated by the Village President as part of the day to day operations of the village. The five members of the Board shall not be employees of the village. At least three members of the Board shall be professionally involved in at least one of the fields or trades involving engineering, architectural services, building construction or such related professional background as approved by the Board of Trustees of the village provided that (1) there shall not be more than any one member of the Board selected from the same profession or business; (2) at least two of the members of the Board must be residents of the village; (3) at least one of the members of the Board must be skilled in real estate and property management. The Village President in announcing his or her appointments may designate one member to act as Chair and one member to act as Vice-Chair for a period of one year and thereafter annually designate a member to serve as Chair and Vice-Chair. A member of the village staff shall serve as a reporting secretary for the hearings and meetings conducted by the Board of Appeals. Two members shall be appointed to an initial one-year term and three members shall be appointed for a term of two years and will hold office until a successor has been appointed. Thereafter, all members shall be appointed for a term of two years and will hold office until a successor has been appointed. Vacancies on the Board shall be filled in the same manner that original appointments are and shall be filled for the unexpired term of the member whose place has become vacant.
