§ 31.40 BUILDING COMMISSIONER.
   (A)   Creation of position; appointment. There is hereby created the position of Building Commissioner, who shall be appointed by the President and Board of Trustees.
   (B)   Enforcement of code provisions, and the like, as to buildings or zoning. The Building Commissioner shall see to the enforcement of all provisions of this code and other ordinances of the city relating to buildings or zoning.
   (C)   Inspection of buildings, and the like under construction or alteration. The Building Commissioner shall inspect all buildings or structures being constructed or altered as frequently as may be necessary to insure compliance with the provisions of this code and other ordinances of the village.
   (D)   Right of entry. The Building Commissioner may, at any reasonable hour, make or cause to be made an entry into any building or premises where the work of altering, repairing or constructing of any building or structure is going on, for the purpose of making inspections.
   (E)   Stop-work order when construction of building violates construction ordinances, and the like.  
      (1)   The Building Commissioner may order all work stopped on construction, alteration or repair of buildings in the village when such work is being done in violation of any provision of this code or any other ordinance of the village relating thereto or in violation of Chapter 156 Zoning. Work shall not be resumed after the issuance of such all order except on the written permission of the Building Commissioner. However, if the stop order is an oral one, it shall be followed by a written stop order within an hour. Such stop order may be served by any police officer.
      (2)   It shall be unlawful for any person to continue work in violation of a stop order of the Building Commissioner given under the provisions of the division (E)(1) of this section.
