§ 31.31 VILLAGE TREASURER.
   (A)   Creation of office; appointment and term. There is hereby created the office of Village Treasurer, who shall be appointed by the President and Board of Trustees as provided by statute. The Village Treasurer shall serve for one year.
   (B)   Bond. The Village Treasurer shall give a bond, before entering upon the duties of his or her office, in the sum required by the Board of Trustees, but such amount shall not be less than that required by statute. This bond shall be conditioned upon the faithful performance of his or her duties by the Treasurer, and shall be conditioned to indemnify the village for any loss by reason of any neglect of duty or any act of the Treasurer.
   (C)   Duties generally. The Village Treasurer shall perform such duties as may be prescribed for him or her by statute or by the provisions of this code or other ordinances of the village. The Village Treasurer shall receive all money paid into the village whether directly from the person paying the money or from the hands of such other officer or employee as may receive it, and he or she shall pay out money, only on vouchers or orders properly signed by the President and Comptroller.
   (D)   Deposit of funds. The Village Treasurer shall deposit the village funds in such depositories as may be selected from time to time as provided by law. The Village Treasurer shall keep the deposit of the village money separate and distinct from his or her own money, and shall not make private or personal use of any village money.
   (E)   Records. The Treasurer shall keep records showing all money received by him or her, showing the source from which it is received and the purpose for which it is paid, and he or she shall keep records at all times showing the financial status of the village.
   (F)   Accounting. The Treasurer shall keep such books and accounts as may be required by statute, by the provisions of this code or other ordinances of the village and he or she shall keep them in the manner required by the Board of Trustees.
   (G)   Special assessments.
      (1)   Accounts generally. The Village Treasurer shall keep in suitable books for that purpose an accurate and detailed account of each special assessment levied for any improvement.
      (2)   Account showing assessments against village for public benefits. The Village Treasurer shall keep a separate memorandum account showing the amount assessed against the village for public benefits in each special assessment in which public assessments have been assessed against the village. Such account shall show the amount of each installment in each such assessment.
      (3)   Report of excess collected. When it shall appear from the books kept as provided in division (G)(1) of this section that all costs and expenses of any improvement which has been made by special assessment have been paid and satisfied and that there has been a sum of money collected over and above the entire cost of such improvement, the Village Treasurer shall report to the President and Board of Trustees such fact and state in writing the amount of such excess.
      (4)   Rebates. The Village Treasurer shall keep an account of all rebates on special assessments ordered by the Board of Trustees, shall issue warrants therefor to the respective parties entitled thereto and shall keep an account of such warrants so issued. Whenever the full amount of any such rebate has been paid out, the Village Treasurer shall report the fact to the President and Board of Trustees.
