§ 31.20 VILLAGE PRESIDENT.
   (A)   Election; term. The Village President shall be elected for a term of four years, and he or she shall be the President of the Board of Trustees, as is provided by statute.
   (B)   Bond. Before entering upon the duties of his or her office, the President shall give a bond with sureties to be approved by the Board of Trustees conditioned upon the faithful performance of his or her duties, in the sum of $3,000.
   (C)   Duties generally. The President shall be the chief executive officer of the village and he or she shall perform all such duties as may be required of him or her by statute or by the provisions of this code and other or ordinances of the village. He or she shall have supervision over all the executive officers of the village, and over all the employees of the village.
   (D)   Inspection of books and records. The President may inspect all books and records kept by any village officer or employee at any reasonable time.
   (E)   To designate duties and settle disputes. Whenever there is a question as to the respective powers or duties of any appointed officer of the village, this shall be settled by the President; and he or she shall have the power to delegate to any such officer any duty which is to be performed when no specific officer has been directed to perform that duty.
   (F)   President Pro Tem. During a temporary absence or disability of the Village President the Board of Trustees shall elect one of its number to act as President Pro Tem, who during the absence or disability of the President, shall perform the duties pertaining to the office.
