All officers and employees of the village are to at all times remain in good standing with any accounts or sums due and owing to the village; no officer of employee should at any time be in arrearage on any financial obligation to the village. No person is eligible for election, appointment, or employment with the village who has financial obligations in arrearage with the village. Past due financial obligations by an officer or employee to the village shall subject the person to possible disciplinary action, including dismissal.
