The datum for the establishment of grades in the village shall be a plane 30.52 feet below the top of the extreme southwest corner of bottom course of north abutment of the Indiana Harbor Belt Line Railroad at the St. Charles Road crossing in the village. All grades and elevations for public works or public improvements of the village shall be deduced from or refer to the above established datum or base line.
