No license shall be required of a peddler or solicitor for the following:
(A) Persons who solicit only the purchase of or subscription for newspapers having their principal sale or distribution in this village or in the county;
(B) Persons who solicit only for wholesale delivery to merchants, manufacturers, or other businesspersons at their office, place of business or profession, businesses or manufacturing establishments;
(C) Persons who act as peddlers or solicitors at the invitation or request of the person contacted; and
(D) Persons who, without compensation, elicit or peddle on behalf of any locally recognized religious, educational, civic, or charitable organization.
