Whenever the pavement or other surface is disturbed it will be replaced to its former state of usefulness by the permit holder and the entire cost of such work shall be borne by the permit holder. Until such time as the base and surface shall have been replaced or the obstruction to use the right-of-way has been removed, any cost of maintenance of keeping the roadway in passable condition shall be borne by the permit holder.
