§ 90.02 USE OF PUBLIC SIDEWALKS FOR COMMERCIAL ACTIVITIES.
   (A)   No owner, occupant, or person having the care of any building or lot of land bordering on any sidewalk shall permit the sidewalk to become encumbered or obstructed with commercial wares, displays, or merchandise so as to prevent the public’s free or reasonable passage.
   (B)   An owner, occupant, or person having the care of any building or lot of land bordering on any sidewalk in a commercial or business district may erect temporary displays on those portions of the sidewalks, provided the displays do not project more than three feet from the building into the sidewalk space available to the public and division (A) above is not violated.
   (C)   Whoever violates division (A) or (B) of this section is guilty of a minor misdemeanor.
