(A) An annual salary and pay rate schedule for the village employees shall be prepared by the Finance Committee of the Village Council and presented to Council by the second meeting in February of each year. Said pay rate shall be effective the first pay period of April in that year.
(B) No employee of the village work force shall be paid a wage lower than the minimum rates as established in the Fair Labor Standards Act 29 U.S.C. 201 et seq. or pursuant to Article II, Section 34(a) of the Ohio Constitution, whichever is higher. Every village employee shall be advised of his/her starting rate of pay before beginning employment.
