§ 30.22 LEGISLATION.
   All legislation shall be sponsored by a member of Council; the sponsor shall be the member of Council who moves for the adoption of legislation as reflected in the minutes of meetings. All legislation except emergency legislation, once under consideration by Council, may be referred by a majority of members of Council present to the appropriate Council committee for study and a recommendation before a vote to adopt is taken. Such referral shall be reflected on the minutes of the meeting as a vote to refer to the appropriate committee; at a subsequent meeting, a new motion for adoption shall be required prior to a vote on the legislation, even if unchanged. All legislation shall be prepared or reviewed by the Village Solicitor to make sure it is in proper legal form and does not conflict with any federal, state, or local law.
