Other than installing the tap, meter, and valve the Board, its employees, and engineers shall not superintend or supervise the construction, laying, or maintenance of any water line, system, or works connected to the village tap by a surplus water purchaser. The Board is authorized and directed to require all purchasers of surplus water to comply with all applicable Board rules and regulations in the construction, laying, or maintenance of any water line, system, or works to protect and maintain quality water service to all residents of the village. The Board shall require all surplus water purchasers to submit and obtain approval of its design/plans and shall provide for reasonable inspections of any purchasers’ water line(s) or system to determine whether the Board’s rules and regulations have been followed.
