§ 51.066 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ADMINISTRATIVE DIRECTOR. The ADMINISTRATIVE DIRECTOR, or his or her authorized deputy, agent, or representative.
   BUILDING DRAIN. That part of the lowest horizontal piping of a drainage system which receives the discharge from soil, waste, and other drainage pipes inside the walls of the building and conveys it to the building sewer, beginning three feet outside the inner face of the building wall.
   CHEMICAL BIOLOGICAL OXYGEN DEMAND (CBOD). The quantity of oxygen utilized in the chemical biological oxidation of organic matter under standard laboratory procedures in five days at 20° Centigrade, expressed in milligrams per liter.
   CHEMICAL OXYGEN DEMAND (COD). The quantity of oxygen utilized in the chemical oxidation of organic matter under standard laboratory procedures expressed in milligrams per liter.
   COMPATIBLE POLLUTANT. Means CBOD, suspended solids, pH, and fecal coliform bacteria plus additional pollutants identified in the NPDES permit if the publicly owned treatment works was designed to treat such pollutant, and in fact does remove such pollutants to a substantial degree. Examples of such additional pollutants may include:
      (1)   COD;
      (2)   Total organic carbon;
      (3)   Phosphorous and phosphorous compounds;
      (4)   Nitrogen and nitrogen compounds;
      (5)   Fats, oils and greases of animal or vegetable origin.
   CONSUMER. Any head of household or entity who occupies a unit to which water/sewer service is provided by the village.
   COOLING WATER. The water discharged from any use such as air conditioning, cooling or refrigeration, during which the only pollutant added to the water is heat.
   CUSTOMER. Any person or entity who enters into an agreement with the village to pay for water or sanitary sewer service to a unit.
   DOMESTIC SANITARY WASTEWATER. A wastewater discharge having the average characteristics of 200 mg/l CBOD and 200 mg/l suspended solids concentration.
   FATS, OILS AND GREASE. Any fats oils or grease generated from the food preparation process as identified in the most current EPA method as listed in C.F.R. § 136.3.
   FOG INTERCEPTOR. A passive tank installed outside of a building and designed to remove fats, oils and grease from flowing wastewater while allowing wastewater to flow through it.
   GARBAGE. Solid wastes from the preparation, cooking, and dispensing of food and from the handling, storage, and sale of produce.
   HOUSE CONNECTION. The pipe carrying the wastewater from the building to a common public sewer. Also called building sewer, house sewer or lateral. The HOUSE CONNECTION or lateral begins at the outer face of the building wall and ends at the sewer main or a manhole in the public right-of-way or a public sewer easement.
   INCOMPATIBLE POLLUTANT. Any pollutant which is not a compatible pollutant as defined above.
   INDUSTRIAL WASTES. The wastewater from industrial processes, trade, or business as distinct from domestic sanitary wastes.
   INFLOW. The discharge of any kind of water into sewer lines from such sources as roof leaders, cellars, sump pumps and yard-area drains, foundation drains, commercial and industrial so-called clean water discharges, drains from springs and swampy areas, etc. It does not infiltrate into the system and is distinguished from such wastewater discharge, as previously defined.
   MAIN SEWER. In larger systems, the principal sewer to which branch sewers and sub-mains are tributary, also called the trunk sewer. In small systems, a sewer to which one or more branch sewers are tributary.
   MUNICIPALITY. The Village of Bellville, including its departments and employees.
   NATURAL OUTLET. Any outlet into a watercourse, pond, ditch, lake, or other body of surface or ground water.
   PERSON. Any individual, firm, company, association, society, corporation, or group.
   pH. The logarithm of the reciprocal of the weight of hydrogen ions in grams per liter of solution.
   POLLUTANT. Dredged spoil, solid waste, incinerator residue, wastewater, garbage, wastewater sludge, munitions, wrecked or discarded equipment, rock, sand, cellar dirt, and industrial, municipal and agricultural waste discharged into the water.
   PROPERLY SHREDDED GARBAGE. The wastes from the preparation, cooking, and dispensing of food that have been shredded to such a degree that all particles will be carried freely under the flow conditions normally prevailing in public sewers, with no particle greater than one-half inch in any dimension.
   PUBLIC SEWER. A sewer controlled by the village or other public authority.
   REQUEST A HEARING. Mailing a written request for a hearing to the Village Administrator to request a hearing before the Public Utilities Committee of the Village Council for the purposes of granting relief from a decision of the Administrator regarding a water/sewer bill, or to ask for a variance or exception from any provision of this subchapter.
   SANITARY SEWER. A sewer which carries sewage and wastes and to which storm, surface, and ground waters are not intentionally admitted.
   SERVE(D) or SERVICE. When used to refer to the service of bills, notices or decisions, means the use of first class mail, or personal delivery to a person of suitable age and discretion residing in the unit.
   SERVICE. Water/sewer service provided by the village for consumption.
   SERVICE ACCOUNT. An account for water/sewer services established with the Utilities Department Water/Sewer Department.
   SERVICE DATE. The date on which such a bill, notice or decision was personally delivered or three days after such bill, notice or decision was mailed.
   SEWAGE TREATMENT PLANT. Any arrangement of devices and structures used for treatment of sewage.
   SEWER. A pipe or conduit for carrying sewage.
   SEWERAGE WORKS. All facilities for collecting, pumping, treating, and disposing of sewage.
   SLUG. Any discharge of water or wastewater which in concentration of any given constituent or in quantity of flow exceeds for any period of duration longer than 15 minutes more than five times the average 24-hour concentration or flows during normal operation which may adversely affect the collection system and/or performance of the wastewater treatment works.
   STORM SEWER or STORM DRAIN. A sewer which carries storm and surface waters and drainage, but excludes sewage and polluted industrial wastewater.
   SUSPENDED SOLIDS. Total suspended matter that either floats on the surface of, or is in suspension in, water, wastewater, or other liquids, and that is removable by laboratory filtering, as prescribed in Standard Methods for the Examination of Water and Wastewater.
   TOXIC POLLUTANTS. Include but not necessarily limited to aldrin-dieldrin, benzidine, cadmium, cyanide, DDT-endrin, mercury, polychlorinated biphenyls (PCB's) and toxaphene. Pollutants included as toxic shall be those promulgated as such by the United States Environmental Protection Agency.
   UNPOLLUTED WATER. Water of quality equal to or better than the effluent criteria in effect or water that would not cause violation of receiving water quality standards and would not be benefitted by discharge to the sanitary sewers and wastewater treatment facilities provided.
   VILLAGE. The Village of Bellville, including its departments and employees.
   WASTEWATER (SANITARY WATER). The spent water of a community. From the standpoint of source, it may be a combination of the liquid and water-carried wastes from residences, commercial buildings, industrial plants and institutions, together with any groundwater, surface water, and storm water that may be present.
   WATERCOURSE. A channel in which a flow of water occurs, whether continuously or intermittently.
