Water and sewer service lines are installed by the property owner at his or her expense. The property owner shall be responsible for any water leakage which may occur between the curb valve and the point of consumption, and shall be responsible for any blockage or leakage which may occur in any sanitary sewer service line from the building to the main line or manhole.
