The proceeds collected under the provisions of this article shall be used for maintenance or operation of the existing sanitary sewerage system, for payment of principal and interest on bonds issued under section 18-506, Reissue Revised Statutes of Nebraska, 1943, or to create a reserve fund for the purpose of future maintenance or construction of a new sewer system and disposal plant for the city. All funds raised from such charges shall be placed in a separate fund and shall not be used for any other purpose or diverted to any other fund.
