The reserve force has been established to assist the city police department and its fulltime police officers both in the day-to-day delivery of law enforcement services and in emergency situations. Members of the reserve force will act in a supplementary capacity to the fulltime police force and will not be utilized as a means to reduce the authorized size of the city police department.
