§ 30-136 RESIDENTIAL AND COMMERCIAL USERS’ RATES—GENERALLY.
   (A)   The following sewer charges shall be levied against the user of residential premises, property or structures of every kind, nature and description which have water service from any supply source and are connected directly or indirectly to the sewerage system of the city:
      (1)   For the months of December, January, February and March, the monthly charge for sewer services will be based on the actual amount of water used during each of these months.
      (2)   The monthly charge for sewer service in the months of April, May, June, July, August, September, October and November will be based on the average amount of water used during the preceding winter months of December, January, February and March, or for such portion of said winter months as may have been metered or at actual consumption, whichever is the lesser.
   (B)   The following sewer charges shall be levied against the user of commercial premises, property or structures of every kind, nature and description which have water service from any supply source and are connected directly or indirectly to the sewerage system of the city:
      (1)   The monthly charge for sewer services will be based on the actual amount of water used during each month of the year.
      (2)   There will be no sewer service charges levied for water received from a supply source if the user can show, to the satisfaction of the city wastewater superintendent, that no amount of water used from that particular source is allowed to enter, either directly or indirectly, the sewerage system of the city.
   (C)   At the option of the city, water used from private sources shall be either metered or estimated by the city for sewer service billing purposes.
