§ 30-135 “USER” DEFINED.
   The word USER, for the purpose of this article, shall include all persons whose premises are served by the sanitary sewerage system, including all owners and tenants of real estate and buildings which are connected with such sanitary sewerage system or are served thereby or in any way, either directly or indirectly, discharge sewage, industrial waste matter or liquids therein.
