§ 29-8 SAME—COMPLIANCE WITH STANDARDS.
   The city council shall have power to compel the owner of any real property in any area within one mile of the city limits, in subdividing, platting or laying out the same, to conform to the requirements of the Code or any ordinance and to lay out and dedicate the avenues, streets and alleys in accordance therewith.
