§ 29-5 SAME—AGREEMENT GIVEN BY OWNER OR DEVELOPER.
   Before the ordinance annexing property to the city is passed and approved by the city council, if paving and utility installations are not completed, the person owning or developing such property shall sign a written statement and file the same with the city clerk, agreeing to pay all costs as stated in the preceding section.
